The Grant Cycle

Each year, Congress allocates funding for the Homeland Security Grant Program. Federal and state guidance documents provide the Bay Area with instructions on grant requirements. As required by the Department Of Homeland Security and Approval Authority Bylaws, all proposals must have a nexus to terrorism and be designed to close an identified capability gap. Capability objectives are developed annually based on the region’s most recent risk analysis.

Application Process

To be eligible for grant funding, applicants must be either a government entity or sponsored by a government entity within the Bay Area UASI footprint. Project applications are submitted online via the Web Grabts system. Projects are then vetted for grant compliance and prioritized. Final approval of all projects rests with the Approval Authority and ultimately with city or county government officials who authorize acceptance of the funds. Grant Award

After distribution of the awarded funds, jurisdictions are responsible for meeting project milestones and completing approved projects within the grant performance period. As projects are completed, jurisdictions must submit all financial and deliverable documentation in order to receive reimbursement.
